Maine modifies the HL-93 Standard Truck by increasing axle loads by 25% for the Strength I load combination only. Creating a User Defined truck dialogue box does not offer input of an impact factor.

Should the axle loads be further modified to include the 33% impact factor?

Also, the impact factor is not applied to the lane load in AASHTO LRFD. Does the software honor this?

You should apply the impact factor when you put the axle loads on User Defined truck.
The impact factor is not applied to the lane load. You can check the vehicle value by converting the moving load to static loads.
(menu-results-moving tracer-"Write Min/Max Load to File")
You can also check lane factor on '.MOUT' file which you can get after performing analysis.
